Heads of state and government reaffirmed the EU`s commitment to the rapid and comprehensive implementation of the Paris Agreement on climate change, including its climate change targets, and a global transition to clean energy. They stressed the strengthening of EU cooperation with international partners and showed solidarity with future generations and responsibilities for the whole planet. The EU supports the implementation of the Paris Agreement on climate change. Others hope that the withdrawal of the United States, among others, will create a sense of unity and create new leadership. The president-elect says he will make an executive decision on January 20, 2021 for his first day in office. With the reintroduction of the United States, the 197 signatories to the United Nations Framework Convention on Climate Change will all have ratified the historic agreement. The Paris Agreement involves years of work in the fight against climate change. In 1992, countries joined an international treaty, the United Nations Framework Convention on Climate Change. In 2005, the Kyoto Protocol became a legally binding treaty. It called on its parties to achieve internationally binding emission reduction targets. It will end in 2020 and COP21 is expected to take its place. The Paris Agreement requires all parties to submit revised and more ambitious NSDAs by 2020.
How much change do we need to see between now and then to bring the NDCs in line with the temperature target of the Paris Agreement? A new global agreement on climate change was reached on 12 December. The agreement is a balanced outcome with an action plan to limit global warming to a level “significantly below” 2 degrees Celsius and to limit its efforts to 1.5 degrees Celsius. “The ue-Green agreement and the commitments of China, Japan and South Korea on CO2 emissions neutrality indicate the inevitability of our collective transition from fossil fuels,” said Laurence Tubiana, one of the architects of the Paris Agreement and now executive director of the European Climate Foundation. Sharon Dijksma, Dutch Environment Minister and President of the Council, and Maroé Efsovic, Vice-President of the European Commission, sign the agreement on behalf of the EU at a high-level ceremony in New York, USA. Four months after the United States announced its withdrawal, Syria signed the agreement at the COP23 climate talks in Bonn, the only country to oppose the pact. Syria`s announcement was seen as largely symbolic, given the challenges facing the war-torn country. The Environment Council has adopted conclusions that define the EU`s position for the UN climate change conference to be held in Paris. Ministers agreed that the EU intends to reach an ambitious, legally binding and dynamic agreement to keep global warming below 2oC. The current level of short-term emission reductions put forward by governments in their Nationally Determined Contributions (NDC) is not in line with the Paris agreement`s goal of limiting warming to 1.5 degrees Celsius and puts the world on track for almost double that limit. If these TDCs were not improved, they would put the 1.5oC limit out of reach. This report examines the level of change needed to align the next round of NDCs, which will expire in 2020, with the temperature target set by the Paris Agreement.
The Environment Council adopted conclusions on climate change, which underscore the unprecedented urgency needed to step up global efforts to avoid the dangerous effects of climate change, and said that climate change is occurring and its effects are being felt around the world.
